In March of 1957, Councilman Paul J. McCarthy and former mayor James P. Jennings, who kept appearing at city council meetings criticizing municipal operations, had the following exchange regarding the appointment of a police chief.

McCarthy: What are you going to do when Chief Crowley comes back?

Jennings: I don’t know.

McCarthy: You should. You’re his stooge.

Jennings then rushed to McCarthy’s seat and shouted, “Nobody can call me a stooge.”
