Daylight Time began at 2 a.m., when clocks are turned back an hour. There has been discussion and even a vote in Congress to change this practice. The U.S. Senate unanimously passed a law, Sunshine Protection Act in March 2022, but the U.S. House of representatives did not. If both had passed, the president would have to sign the bill for it to go into effect.
